Illumination and Obscurity

The rules in the DM Guidelines PDF talk about the different kinds of illumination (bright light, shadows, and darkness), and mention "lightly obscured" and "heavily obscured," but I can't find what those states of obscurity mean in the PDFs.

Am I just missing it?

Until someone has a better idea (or an official response) I'm gonna treat "lightly obscured" as "no penalties or disadvantage, but sneaky buggers can hide in it".

The other two will be "normal and can't see."
 

Normal Hiding rules (How to Play page 5 - stealth) say you have to be heavily obscured or in cover to hide.

Rogue character sheet Page 2 under Class Features, Thief Hiding says rogues can hide when lightly obscured.

Low-light vision (character sheets) bumps darkness to shadows and shadows to normal.

Edited: to list normal first, then rogue exception. easier to read that way.
