Found it.

Okay, according to Sage Advice in Dragon #280, the reference to spells from "unusual sources" was, in fact, from an earlier draft of the rules that accidentally slipped through. The sorceror can only learn spells that specify Wizard/Sorceror in the "Level" descriptor. Of course, if you wanna house rule that, cool. But, by the books, no can do.

Sorcerer's can only learn spells on the Wiz/Sor spell list. Period. Any spell available to a Sorcerer is available to Wizards too. Sorcerer's can't research spells, they learn spells automatically as they go up in level, and can't learn spells any other way. If you don't like the way Sorcerers work, then check out the custom Sorcerers on the net, but this is the official way it is supposed to work. If a Sorcerer is really interested in Cleric spells, he should multiclass as a Cleric.

back b4 the erd ed players hb even came out, the previews in dragon stated that wizards or sorcs. would have the ability to give up any one of thier spell slots, and use the slot as a healing magic curing 1d4+the spells level i believe. but i read shortly after 3rd ed launched, that they cut that out. i forgot which dragon it was. ill find it.

by the book, he cant cast a divine spell. He can however research an arcane spell that looks a lot like a divine spell, with all the money that would entail.

"A spellcaster of any type can create a new spell..."

It then goes on to tell you how. You need a large, well stocked library, 1000gp per week, 1 week of study per level of the spell, and a successful Spellcraft check DC (10+spell level). So not only can a Sorcerer research new spells, as long as they're viable, but so can druids, clerics, bards, paladins, rangers, you name it.

I think LordAO meant that a Sorcerer cannot research a new spell to add to his repertoire outside of what he gets by levelling, unlike a wizard who could research hundreds of spells to prepare without levelling.
