You know, this could be fun, but I'd suggest doing it a la British Empire, where the characters can maintain the fiction that they're doing it 'for Queen and Country'. Or the Roman variant.

They could very well be the good guys too. Certainly Paladins could hold hopes of conquoring the world and displacing all those evil empires. They'd just be the BBGs.

I think the OP has the Nazi regime more in mind . . .
 

I'm telling you guys, Eberron. Do you want to gain power through gaining popularity and leadership? Breland. Awesome magical powers? Aundair. We're going to save the world by taking it over? Thrane. Legions of undead? Karrnath. Blood-soaked vengeance? Cyre. Want to be a merchant prince? Well, then you have the Dragonmarked Houses. After all is said and done, and you are Emperor of Khorvaire, well, then you can move on to important matters, like the Quori, or the Lords of Dust, or eradicating the Daelkyr. They're all going to want a piece of your pie. And you don't even have to worry about silly considerations about losing all of your powers because you had a change of heart, hehehe... Well, at least if you're a cleric.

Like in my above example... an evil scion of House Orien. So much to do! Climb the ladder of the house hierarchy, rebuild a lightning rail connection through the Mournland, eliminate those pesky half-elves to the north (and thus the competition), muscle those animal-lovers to the west into becoming subservient to your house, slowly tighten your grip on the trade-networks on the continent until you have a strangehold, overturn the Korth Edicts so you can own lands, choke the economic life out of the Five Nations until they are begging for your mercy and capitulate, making Orien the new royal line... And that is just the beginning, ;) . Oh yeah, can't forget converting to the Blood of Vol (Divinity from Blood? Sounds like its fairly compatible with Dragonmarked lines.), overcoming and resurrecting Vol so that you can breed a new line of the Mark of Death, to enforce your power, and appointing yourself as the new leader. Eventually, after all is said and done, you may have to resort to vampirism yourself to stay alive, but hey, that is the price of power, hehehe...

If you want to take over the world, try the Civilization series; it's much better suited to handle that sort of thing. D&D is a game about collaborative story-telling and epic adventure. World domination is the realm of diplomatic, military, economic and culture conflicts. D&D is very ill-suited to deal with these kinds of large scale concerns.

Of course, you're welcome to adapt D&D to this sort of game, but I prefer to use more efficient tools when possible. A world domination D&D campaign would be more of a discussion between a player and DM than a group practicing cooperative problem solving.

You Want Evil..i Got Your Evil

Yeah, I got your evil, too bad D&D dosen't. But I understand why. you cant pramote that your out for blood, but the game is set up so that you can do what you want. I tried running an evil group, not a drow group, well, cause I dont really considered them evil. A bad people, like many, but not evil.. No, evil is that something else. Look at the BOOK OF VIEL DARKNESS...it wasn't great..expected a bit more, but I did agree with one of its points. "REAL PARTIES BASED ON EVIL, NEVER LAST." ever heard " there's no honor amongst theives" or "the man behind stays behind" yea, evil doesn't look out for one another. Star Wars had it right, and even though I hate LUCUS, and I think this was someone elses advice: there could be thousands of jedi, but only two sith. Why, cause the aprentience is always going to kill his master, thats just the nature of evil, and to try and get around it, or make it so that it doesn't happen, changes it and makes it no longer really evil. This is not to say that five evil people can't get to gether to take out the good in the town, but once thats over, the game should end with some type of a "last man standing" type of deal. I mean, the towns clean, no good around, and five different evil forces want ahold of it...come on, what would they do, form a union, take votes..no, the man who draws fastest keeps what he kills.
So, in short, play evil, just dont die, and always know, that if your buddy isnt out to get you, you have to kill him just cause hes not evil enough to be breathing your air.
