i'm trying to figure out how to create this species called dragonlords i've created

but i'm not quite sure how. here's the basic concept
Dragonlord
(Fire-dragon, outsider/Celestial)
Ages ago, the hell-goddess Tiamat captured a descendant of Bahuma and forced him to have intercourse with her. She had planned on using the resulting children to foment confusion and dismay among the various good-aligned dragons.
Tiamat’s plans went wrong. Instead of having the form of a metallic dragon and the heart and soul of an evil, chromatic dragon, the exact opposite happened. Her children possessed her basic form and abilities, but had the general disposition of a good-aligned or neutral dragon.
The young dragonlords were quick to hide their natures and escaped hell at the first opportunity. When they reached the earth realms, they spread throughout the various dimensions, gleefully creating havoc among their mother’s forces.

They're basically immortal, with the ability to polymorph into any living form they desire.

can't quite seem to convert the critter.

up into 3rd edition rules. darn grammer. anyways. any ideas?
 

I'm running a little low on time, but here's a base stat block:

Blindsight: Using nonvisual senses, such as sensitivity to vibrations, scent, acute hearing, or echolocation, the creature maneuvers and fights as well as sighted creatures. Invisibility and darkness are irrelevant, though the creature still can't discern ethereal beings. The creature does not need to make Spot or Listen checks to notice creatures within 100.
Fire Subtype (Ex): Fire immunity, double damage from cold except on a successful save.

I would take a mixture of the half dragon and one of the true dragon's stats and mix it the way you like. General abilities would probably be Blindsight, High Natural Armor, Spell-like ability: Shapechange, ability to Fly, maybe a breath weapon and anything else you'd like. I would aim for starting with a certain CR you want to aim to and then working from there.

I was thinking of putting these guys in a middle-earth rpg setting, going completly AU (Alternate universe) making them elvish allies and incredibly rare, due to Sauron's/Morgoth's attempt to liquidate the species. Any suggestions?
