This might not necessarily be a bad thing since scrolls of Holy Sword, for instance are a wee bit of a good deal for the price.

Yes, if you use only the PHB...A quick look only shows Hold Animal, Dispel Evil and Holy Sword as 1r/level spells.

I just find it a little curious why they don't benefit a bit more than just getting spells a level earlier. That too seems an odd mechanic.
