Implements and recurring damage

My thoughts exactly. Personally I like the ruling - a lot of the recurring damage powers are just too powerful otherwise. Flaming Sphere in particular puts out so much more damage with all the enhancements nailed on that it's just too much for a level 1 power...

Customer Service contradicts themselves on a daily basis. You really have to take what they say with a grain of salt. It's your game thought, use whatever ruling is more fun for you and your group.
This is also my position. Until a rule change (or clarification) makes it into the FAQ, I regard CustServ as just another opinion.

The only power with a "damage roll" that needs nerfing IMHO is the Blood Mage encounter attack.

Regarding the strength of Wizard daily powers, there's been some debate that they are overly strong to compensate for their lackluster at-will powers... but that's really a topic for its own thread, since Wizards aren't the only ones nerfed by the rule change under discussion here.

Perhaps. But I take the rules -as written- when answering a question about rules as written. What I gave above, is rules -as written-.

Whether it is broken or not is a separate and worthy discussion.

Tech people are not always (read rarely) right. Until it's in the FAQ, my opinion (or anyone on this board) is just as good as theirs.
 

I too only view the rulebooks (and updates) to be authorative.

I specifically do not treat CustServ as having any weight at all. They have made far too many goof-ups for that.

Also, the character builder is not authorative. Any discrepancy can be human error or it can be programming limitations. That's just way too uncertain to rely on.

I regard the Character Builder as an opinion several grades better than CustServ.

It's not the same as the rules, but it seems at least to be self-consistent.
