Improved grab questions

My interpretation: With or without the -20, the creature is grappling its opponent. If it wasn't, it couldn't make successful grapple checks to damage the opponent. The -20 option gives the creature with improved grab a special exception to the grappling rules with respect to non-grappling opponents only. Likewise, the last sentence is a special exception to the grappling rules for creatures with improved grab, but it does not say that the creature needs to take -20 to move.

A huge dragon holding a house cat could easily take -20 on its grapple check to move and get away with it, but it shouldn't have to. But if it wants to focus on attacking other opponents at the same time that it crushes the cat, it needs to take -20 as a penalty.
