Improved Spell Capacity & Domains

So I'm playing an Epic level cleric with the Improved Spell Capacity x2. He has 2 10th level slots and 1 11th level slot. He has the Fire domain. Could he prepared an Empowered Incendiary Cloud (8th level domain spell but not on the Cleric list) as one of his two 10th level spells?

No by RAW. The spell is available only in the cleric's domain slots. It is not added to the cleric's class list because he has the domain. However, this is a common house rule.
