Improved Unarmed Strike and non-monks...

I asked this question on the wizards board, but I'd like to see what everyone here thinks as well...

I have a ftr5/rgr4 that is a 2E conversion character. To best fit him from what he was in 2E, he has taken IUS. If this pc was to get into a unarmed fight, and decided to use his off-hand attack to deal one additional attack for a total of three, would he fall under the TWF penalties, or would he not be able to make the third off-hand attack?

His BAB+STR mod give him +13/+8 for his two normal attacks. TWF would give him his third off hand attack, but can he do it?

Somehow, I wish Wizards would clarify the confusion between the two-weapon fighting rules with the Two-Weapon Fighting feat the same way they clarify the Sunder in the upcoming 3.5e. But I digress.

YES, your PC above would use the normal two-weapon fighting rules if you wish to make an off-hand attack, armed or unarmed.

Also, in case you were wondering, an unarmed attack counts as a weapon two sizes smaller than the person making the attack. Thusly, it counts as a light weapon for TWF penalties.

A shame they don't just drop TWF and make ambidextarity the single remaining feat. Makes more sense like that, anyway. Will you need to learn to fight in melee with both hands in order to not be left or right handed? The more limited of the two should have gone, IMHO (and it does clear up the language)

Yes. +11/+11/+6.
Actually, this isn't right. The PC doesn't have the Two-Weapon Fighting feat (or the Ambidexterity feat for 3.0) so his attacks (3.0) would be at: +9/+4 (-4 penalty) with the primary hand, and +5 (-8 penalty) with the off-hand.

I'm not sure what the 3.5e penalties would be, but they'd still be more than -2, because the PC doesn't have the TWF feat.

But in any case, the fighter can make the three attacks. Anyone is considered to have two weapons (unarmed strike) if they so desire.
