I'm not quite sure what this sentence is supposed to mean. I think you mean that swift and immediate actions aren't a big enough good thing to balance out what you see as bad things. I for one think you're wrong.Swift/immediate action rules pale in comparison to 3.5 "improvements" to the core rules.
