No. (See page 50). And, I agree: this may be a flaw in the book.

With regard to Cerulean Sandals, I don't mind the cost so much. This is an ability you can gain at 4th level... so to make it limited use is fine.

(c.f. Blink Shirt, which is unlimited in use.)

Yes . . . voluntarily giving up the ability to walk on water (and move faster) for the rest of the day in exchange for dimension door is okay. I'm skeptical about unshape soulmeld.

I'd be much happier if it were "suppress soulmeld", which would make it fairer.

Arguably, the incarnate's rapid meldshaping class ability is a counter of sorts - assuming your DM isn't mean and refuses to count someone else unshaping your soulmelds for the purpose of the ability.
