For reg touch, cover works unless it's a tower shield.

For incorp...that's an interesting question. I would say that it would be DM discretion based on the situation. Of course if it was force cover it would work...but for regular cover maybe I would convert the cover % to concealment since the creature can't see through solid objects. Actually a better solution would be if the attack roll hits the cover then apply a 50% miss chance.
 



Ummm, why wouldn't cover from a tower shield count on a regular touch attack? You don't hold the tower shield there, you put it down and stand behind it.
 

It's a specific exception under the description of tower shield.

Even though you place the tower like a barrier you still need to hold, brace and direct it. Due to this it's considered a "part of you" and can be targeted by touch attacks.
 

true, but then again, if you are smart you have someone else hold and brace the tower shield in place so this way you can actually do other stuff like firing a bow, instead of trying to hold and brace a tower shield in front of you

the cover still counts, depending on who is targeted from behind it. I mean tower shields were used for ranged combat, a set of men holding the shields up and another set shooting bows from behind them. kinda hard to fire a bow or do anything else when you are trying to hold and brace a tower shield in place.

but if you are just hiding behind it then sure you are correct
