Since printed copy of the PHB3 as been seen at convention, I'm pretty sure the paper version will be the same as the one in the character builder, unless they lacked time to update the Ardent on the CB in the last update.
As a DM, I became aware of vertical teleportation while reading the MM2 (page 105, fell taint warp wender tactic), and have been on the look out for that possibility ever since. In some situation, I think it can be cool, but I did warn my player against that kind of abuse. Otherwise they might just be facing an NPC Ardent with this daily in the near future.
As a player, I would talk to the DM (before the game) before attempting anything like that, rule or not. I'm pretty sure that most DM would be against the very possibility that an encounter power might be able to do an extra 1d10 damage against non-flying non-acrobatic monster. So imagine that same DM when faced with an infinite damage 1st level power. RAGE indeed.
I've been playing with the third dimension in my game last week, and encountered quite a few situation which are not covered by the rules, or which could not work by RAW but made no sense. No system can be perfect. But with a large community like here, I think any problem can be overcomed and an intelligent alternative can be provided.
Or I might be living in my own imaginary world...
