Well, I may well use one lower than massive damage being 50, yes :D However, in general, I find that d20 combat, especially with no healing back-up, can be quite lethal anyway.

I'm not really convinced that it would, since it has the same discrepancies from the WH magic concepts as spell preparation does; it would work if you could get some sort of reflection of the winds of magic into it though...

...hmm... another possibility would be a AU style spell preparation thing (you have X spells known per day, chosen from a larger list, though that list would be constricted by what actual spells the mage has in his book) but with no limits on how many spells could be cast per day - EXCEPT you'd need to make maybe a Spellcraft or Concentration check whenever you wanted to cast a spell, and this could vary depending on the levels of magic defined by the winds of magic in the area.

I should really see if I can find out how the old WFRP magic system worked again. It might help answer some of the problems.

Well, the city of middenheim does have wizards doing flying shows with spells, druids freezing the pond for ice skating and they have wizard cops. Not exactly low- or rare-magic, IMO.

A more defining attribute for the feel of the warhammer world is that its human-centric and a bit racist.

One thing I'm really gonna try and go for is that, while not *low* magic, the setting is such that superstition is rife, and magic still *feels* magic rather than mundane...
