Initiative improving enchantments?

A friend of mine said he read(on EN world msg boards) about an enchantment that can improve your Initiatve score. Is this enchantment in the 3.5 DMG or other book?
Or was it some kind of house rule enchantment?

There is a spell in Magic of Faerun called "Skittish Nerves" which gives you a +4 or so to initiative checks.

There are also a pair of Relics and Rituals spells.

One that lets you refocus with the casting of the spell and another that grants a +5 I think to it.

1st-level, 1 minute/level. There's also the Initiative weapon enhancement (+20,000 gp) from OA, but I'm not sure if that's along the lines of what you're lookin' for.

SO using the 3.5 item creation rules I could make a cloak of initiative that grants the user a +5 to initiative checks using Kaupaer's Skittish Nerves for: 1(spell lvl) X 1(caster lvl) X 2000 X 2 = 4000 gold?
Is this correct?

Not quite -- using 3.5e item creation rules, there is no such spell. Seriously. They balanced the rules taking available spells into consideration.

I'd price it the same as a Save bonus: bonus squared * 1,000 gp, and it would count as an Enhancement bonus to initiative. It would not stack with Enhancement bonuses to Dexterity or other Initiative-boosting Enhancement bonuses.

An Insight bonus to Initiative would cost: bonus squared * 2,000 gp, and it would stack with nearly everything -- unless your DM gave out Insight-based Dex boosters.
