Now as to the actual message that was edited, I can't speak to how you view it but whatever was there before the edit was more than likely getting into a long winded definition of federalism which didn't actually answer the question you asked and dipped a bit into politics and instead moved to be more simple and quick.
 

I believe it refers to the federal government (as opposed to individual states). From a British perspective, this would concern things on the UK level as opposed to Scottish/English/Welsh/Northern Irish level or individual county levels. Though the analogy isn't perfect as I believe US states have considerably more self-government than the UK's constituent countries.

I'm pretty sure if you edit a post within a certain amount of time, it doesn't show as edited. It's only if you edit it after a certain amount of time has passed that the "Last edited" tag shows up. That's been my experience at least.

Yep. I just edited and saved this post, and there's no "last edited" tag.

And now I have edited it again to fix a spelling mistake, and now the “last edited” tag is visible.

Timestamps of the posts and edits could clarify things. It is possible the edit was innocently done after the quote was taken but before the reply was posted.
