Iron Will, Great Fort, Lightning Ref...names are wonky

The stat-boosting feats have weird names. I believe that they are used to shore up weak saves, so you have a fighter with Moderate Will because he took Iron Will. I guess the point is that someone with Lightning Reflexes is far more likely to actually have Middling-Fair Reflexes. Someone with a feat like this probably won't live up to the name. Maybe "Improved Will" or similar would be better.

well, they are just names. Not like everyone with power attack is able to make a powerful attack. Or that people with toughness are actually tough.

It's meant to be a relative term. They have Great Fortitude compared to all the other Con 10 Rogues of their level.
 

Improved Will would just be too dull . . .

The rogue/thief-acrobat in my group has Lightning Reflexes, IIRC. She doesn't fail Ref saves very often; the phrase "lightning reflexes" suits her just fine.
 



It's like the feat Toughness which only characters on the verge of being unconscious already take. I.e. first level wizards and sorcerers.

Well, it's good enough for Improved Counterspell, Improved Disarm, Improved Grapple, Improved Feint, Improved Trip, Improved Sunder, Improved Bull Rush, Improved Combat Expertise, Improved TWF, Improved Improv....
