Here's the rule, in my own words, to make it clear:
Whenever damage is multiplied for any reason, these are the parts that are multiplied:
Base damage dice (the 1d8 done by a longsword, or the 1d3 done by ray of frost) - you multiply the number of dice, not the result of the dice, so 1d8 becomes 2d8, etc.
Any non-random damage added to the base damage - e.g. strength, enhancement, specialization etc.
That's it. If there is random (i.e. determined by dice) damage added to the base damage, this is never multiplied. This applies to things like the various elemental enchantments, sneak attack damage, some feats, etc. And yes, that applies to inflict light wounds.
