Is Caster Level a prerequisite for creating magic items?

And the other day, I actually readied an action to counterspell! (The target didn't cast anything, but I readied the action!)

There really shouldn't be an argument on the point, truthfully; by RAW, caster level is not a prereq, and if you use it as a prereq you get some strange things happening (a la your 17th level pearls of power).

Personally, I like the new format from DMG2 (and as I am told, Weapons of Legacy, too) for magic items: You are told in NO uncertain terms exactly what is needed to create an item in time, money, XP costs, and prereq's - none of this inane "figuring it out" business, even if it does take more space to write out.
