Is D's Distraction Balanced?

D's Distraction - HomeBrew Attack 1
Encounter • Martial, Weapon
Standard Action Melee or Ranged weapon
Requirement: Light blade
Target: One creature
Attack: Dex vs. AC
Hit: 1[W] + Dexterity modifier damage
Special: You are granted Combat Advantage for this attack.


Is this balanced as a first level power?
I thought it was pretty good, but then the Dark Elf Racial Trait seems to make this seem wimpy. Maybe that one's too over-powered.
Thoughts? Changes? Suggestions? Criticism?

First of all, there's no such thing as "Dark Elves" in this game. There are just "Elves".

Second, what class is this for? If I were a rogue I would take this in a heartbeat. Most 1st level encounter powers essentially do about (1[W] + secondary attribute modifier) more than a basic attack, or about 8 damage more. (Some only do 1[W] more but have a minor secondary effect). As a rogue I can easily get 2d8+3 sneak attack damage at 1st level (average 12), plus I get the +2 attack from CA. This even scales dramatically at higher levels. If I weren't a rogue I would not take this power at all because there's no point burning an encounter power just for a +2 to attack on one attack. (That's often weaker than many at-wills.)
