Yes/No.

FR is based off of the SRD, but it extends the SRD. Content found under the FR setting is not SRD in that you can reproduce it or put it on web page. It is copyrighted.
 


The only things that are open content released by Wizards of the Coast are:
If it's from WOTC and not in any of these sources, you can be pretty darn sure that it's not OK to use it in your own products. Ask Fast Forward Entertainment about it some day.

AFAIK, all currently printed Forgotten Realms-labeled products do not contain Open Game Content.

Also, if it's not in the SRD (posted on Wizards' website), then it's not OGC.

I might be wrong, but I think the first of the OGC articles came after the switch to Paizo.

There's an OGC declaration on the title page. It's kind of legalese, but it basically says "All the text in this book is OGC, except that which has to do with these monsters: __________"

Basically, those monsters that aren't in the SRD aren't Open Content in UA either. That means that while the bloodline rules are open content, the specific yuan-ti bloodline is not.
