Is Giving Out A +3 Weapon Generous?

(1) You still grab max damage, along with any High Crit properties and other feat- or class-based features that trigger on a crit.
Max damage just doesn't impress me. I see too many "ghetto-crits" and since most of the people I play with roll damage with the attack I see a lot of the "Crit! But I rolled 22 on a 3d8 anyway."
(2) At the +3 and +4 level, 10 ongoing will - on average - do more damage than 3d6 or 4d6 to normal monsters. It will just take longer to do it.

It's a fantastic way to fish for crits in Paragon tier.

I play a lot of LFR. Watching the d12's roll has made "Crit Dice" the number one priority for weapon/implement choice. It takes an "AWESOME" property to override it. Daily powers dont stand a chance, a decent enc/at-will might compare.

I got a bit lost at the 'this is not for real players, as I don't have anyone to play dnd with' part of the OP's post.... huh?

But anyway: No, It's not generous. You are following the guidelines. In the same level you still have to distribute a lvl 14 item, a level 12, and 11... Otherwise, far from being generous you are being stingy.

All I can say is that, mathematically, max damage makes a difference whether or not you roll damage with your attack.

I wouldn't do Vicious unless I already had a way to expand my crit range. With that said, it's awesome for Daggermaster rogues and several other classes who can do so, and pretty great for epic-level characters who already have the crit expansion feats. I don't think it's undervalued - I think it's valued just right as a situational weapon.

It's good for multiattacking, since more rolls=more crits.

It's good for double weapons, since the offhand end of a double weapon is limited with what it gets from enchantments, but crit die is one of the things it gets.
