Is Giving Out A +3 Weapon Generous?

Nope. Just remember the milestone-based limitations on daily item use. The problem solves itself.

But what about wands with Encounter spells embedded in them? Do those count as Daily slots? My case in point. I really like the Artificer Encounter 7 Attack Power Gale Force Infusion, it has been very effective. So I created a wand with that spell embedded in it, as an Encounter Power. But, really, I wouldn't mind having 3-4 of them, to be honest, a' la', A Gale Enforcer;)

Vicious may be boring, but it compares well to the highest levels in every band.

How much more damage does a Vicious weapon do on each attack relative to a vanilla Magic weapon?

The difference per + = 1-12 vs. 1-6 = 6.5 vs 3.5 = 3

+1 @crit on 20 = 3 * 0.05 = 0.15
+6 @crit on 18 = 18 * 0.15 = 2.70

I'm not impressed by either end of the scale, especially considering that very few characters can crit on an 18 consistently.

If you embed an Encounter power into a Wand, it's a Daily magic item.

If you embed an At-Will power into a Wand, it's an Encounter magic item.

So you can't embed Gale-Force Infusion into a Wand and use it every encounter. :)

Compared to any other weapon enhancement? Its sweetness and light. +3 per plus on a crit is less situational than almost all other weapon enchantments. Are there better ones? Maybe. Are they 2-3 item levels better? And are there enough to justify 2-3 item levels on top of Vicious? No.

Jagged is the same level as Vicious. Radiant can add the bonus again every hit - that seems worth the extra 3 levels. Frost is +1 level IIRC, and enables some powerful feat combos.

Every crit, meaning maybe one every 3 or 4 encounters. And that one crit you occasionally get may be against a minion, a creature with 1 HP remaining, or an ally while you are dominated. (Also some cases where the encounter is a cakewalk, but that argument has no special bearing on the utility of big crits compared to other blessed events.)

It's been a while since I've perused AV or AV2, but there are some spectacular weapons in there that I would gladly take over Vicious.

Having said all that, Vicious probably deserves more than a one-level rating.
 



??? Jagged is worthless. You lose out on everything that makes a crit worthwhile. So what good does the crit do?
(1) You still grab max damage, along with any High Crit properties and other feat- or class-based features that trigger on a crit.
(2) At the +3 and +4 level, 10 ongoing will - on average - do more damage than 3d6 or 4d6 to normal monsters. It will just take longer to do it.

It's a fantastic way to fish for crits in Paragon tier.

My experience with ongoing damage is that it's awesome against Standard foes, but Elite and Solo units shrug the effect off too soon, especially given their increased HP totals.

So I suspect Jagged weapons would be brutal vs. regular units, but less impressive in Solo fights.
