Other reasons for a fairly low CR for a T-rex:
No ranged attacks: Keep your distance.
No flight: Easy to keep your distance.
Dumb: Not much in the way of tactics.
Fairly low Will save: A spell with a Will save has a good chance of taking it out.
Unless the T-rex gets surprise, and can start in melee, it's not that dangerous.
