Saddam's Iraq would be a good example of a chaotic evil society. It was brutal, there was very little regard for the value of life, and everything was set up to primarily benefit Saddam.
Nazi Germany would be an example of a lawful evil society. It was brutal, and the disregard for human life was on an epic scale, but Hitler was doing what he thought was best for the German people.
In D&D laws don't always mean lawful. The lawful - chaos axis establishes the importance of the group vs. the individual.
