I see two interesting ways to handle this:
1) She rolls to hit, turns visible, and readies an action to finish the blow. In this case, if she decides to follow through on the attack, she doesn't need to roll to hit again -- she just rolls damage (in this case, I'd allow a PC to make a bluff check or escape artist check to get out of the situation).
2) She essentially readies an attack to hit but doesn't make any roll to hit, stays invisible, and speaks her threat. In this case, if she decides to follow through, she has to roll to hit.
method #2 makes more sense to me. Regardless, I think this won't be unbalancing either way: just make sure the PCs get access to the same tactic.
