Spring atttack seems to be most effective when you can do a lot of damage with one hit. Generally, it works best for classes with sneak attack, or skirmish damage or those that can afford to power attack for a substantial amount. A two-weapon fighting ranger won't get much use out of it unless they are willing to get dual strike and two-weapon rend.

Now that's just plain nasty! But if the OP is going this route, he should take two levels of Fighter to get the feats quickly.
