Is there any way to use rogue powers without a crossbow, sling, or light blade?

4E is very limited in this way.

( they call this a "simplification" )

It's simplier to limit your choices for gaming reason only.

For role play reasons, as a DM, i would allow some liberty for the weapons a rogue could use for a sneak attack (especially for racials weapons like a bow )

You could always create a feat for it or something.

How about:

Spell Stabber

Prerequisites: Arcane power that counts as a basic ranged attack, Sneak Attack class feature.

Benefit: An Arcane power, that counts as basic ranged attack, may
be used a legal weapon for performing a Sneak Attack.

Just off the top of my head. Maybe something similar.
 

For those saying that eladrin longsword proficiency is rubbish - the eladrin wizard in my game has killed twice with his. Once was an attack of opportunity and the other time was when the warlord used hammer and anvil with him on a kobold skirmisher.

He just happened to be in the right place at the right time. He doesn't even have a strength bonus. So while I'd agree nobody's going to be basing a character around that proficiency, it's not like it's a worthless extra.
