Technically not correct. While Psions might not be in the first PHB, all PHB who will be released will be considered core, and since Psions will be in one eventually, they will be in core.

I'll leave it up to you to argue with WotC about the definition of a core book; suffice it to say that was their terminology, not mine.

Depends on what definition of "Core" you use. The most widely-used definition I've seen is "PHB 1, DMG 1, MM 1"

Anything outside of that is "non-core"

If you go by the most commonly-used definition.

Not that anyone necessarily disagrees with you here, but WotC is explicitly using the term "core" for all the PHB, DMG and MM sequels in 4E. You will thus encounter "core" being used in a new way an awful lot going forward.
