Is there anything that modifies bloodied and or surge value

Are there any items, feats, racials that modify bloodied value or surge value?

Or are they always 50% and 25% respectively?

Boodied value: Not that I know of.

Surge value: Dragonborn racial ups your surge value. There is also a Dwarven feat that does as well. I don't know of any more.
 

Belt of Vigor (PHB) also increases you healing surge value by 1, 2 or 3 points depending on the level of the belt.

According to one of my player's wish lists its on page 253.
 

There are racial powers, feats, paragon paths, and magic items that modify surge value, or let you add more healing when you spend a healing surge (slightly different mechanics that typically amounts to the same thing except in the case of consuming potions).

Nothing modifies bloodied value that I can think of, though a number of items have powers which when activated make it count as though you were bloodied for various effects.

Just off the top of my head, Armor of Durability and Combat Veteran PP also let you regain additional hit points when you spend a healing surge, so this is not an exhaustive list.

Nope, it's not. I did a quick search in the compendium using this phase "bonus to your healing surge value".
