Since she seems to be primarily a social skills type, I would look at giving her a Circlet of Persuasion for 4,500 gp (+3 to Charisma based checks) and would give her one level of Marshall (minor aura motivate charisma) and three levels of Bard instead of four levels of Bard. She is supposed to be persuasive and this is definitely one way to do it.

Now, should she have the NPC wealth, which would be 27,000 gp or the Monster Treasure table for EL 12, which would be 9800, or should it be Monster treasure at EL 8 plus NPC level 4 equipment, which would be 7700?

I'd rule it in that way :
She has the NPC wealth to spend, but the players are only able to loot the stated monster treasure.
That means, she has equipment and coins equal to her CR.
But of course she lives somewhere, has some items which she is not carrying at the moment, bought some presents for the vikings and so on.
So if you want to build her with a backstory and stuff give her the NPC wealth if that's to much work just stick with the monster treasure.
Since it shouldn't give you more wealth when you defeat an NPC than a monster of similar threat.
