The off-hand property gives the Axe and hammer more versitality than the javelin.
Of course, this matters little now, since the only class in the PHB that could benefit from having a off-hand weapon is an ARCHERY ranger that happens to take some melee powers, since TWF rangers can just use full-sized weapons in both hands. Even a rogue who likes to keep a throwing weapon in their off hand is limited to light blades.
Future books, like the Martial Powers book with its Tempest fighter, should mollify this somewhat.
