Although they revealed he has some sort of "Nine Lives" thing in the comics, Wildcat has none on the show. For background characters, I've noticed The Crimson Avenger, Huntress, Mr. Terrific, Nemesis, The Shining Knight, and Vigilante.

Doctor Midnight also has no powers, relying on special goggles for his vision (he's blind) and using a variety of gadgets, mostly medical, and his blackout bombs (from which he gets his name). Mister Miracle, who we saw recently but is not a member of the team, has no powers. The Crimson Fox originally had no powers, but they later gave her pheremone powers. Sand also originally had no powers, as the sidekick to the Golden Age Sandman who used a grapple gun and a sleeping gas gun. In the comics, he develops earth elemental powers, but we haven't seen him use those yet in JLU.

Green Lantern, Atom, Booster Gold, Steel (the one from Superman TAS), Rocket Red, Star-Spengled Kid, S.T.R.I.P.E., Blue Devil, and Aztek are all normal humans who derive their powers from gadgets/devices (although Blue Devil in the comics later became supernatural).
 

Blue Devil became supernatural in, like, issue #1! He was fused into the Blue Devil suit by an eldritch eye beam from a real demon. He did use a mechanical trident, though.

Dr. Midnight (all 3 of 'em) were blind in normal light, but had the power to see perfectly in darkness. So that's why they use the goggles, to tone down the ambient light. The goggles themselves aren't special.

But Blue Devil was still a normal human underneath that suit. Nothing about the suit and trident were supernatural. It was in the "Day of Judgment" series that he was resurrected and transformed into a real demon.

You're right about Midnight, but the goggles weren't ordinary; they used infrared technology. There's a Starman issue where Jack Knight is having a surreal dinner with several deceased Golden Age heroes, and the original Mid-Nite talks about his regret that he didn't perfect the visor technology to allow other blind people to see.

Dr. Achilles Milo first appeared in the comics in Detective Comics #247 (Sept. 1957). A renowned chemist who turned to crime, Milo used a variety of chemical- and medical-related schemes to get at Batman. He was later exposed to chemicals that drove him insane and spent some time in Arkham. Batman consulted him on at least one occasion when he needed chemical expertise.

In the WB animated universe, Milo was introduced in Batman: The Animated Series, in the episode "Cat Scratch Fever." Little was revealed of his origin but his basic profession of chemical and genetic tampering was the same. He appeared in one other episode, and this is his first appearance in Justice League Unlimited.

Personally the "Wildcat has no superpowers" didn't really make any sense to me. He was shown punching through a concrete block wall and beating up superpowered supervillians. Guys who presumably can bounce bullets off of them and toss cars around. It's not like he know any sort of super martial arts either. Since it was pretty clearly shown that he was boxing/wrestling.

Also just because a character may still be human, posessing advanced technology or "magic items" does seem to set them apart. Don't forget that in Kingdom Come, GL was shown as one of the powerful Old Guard that Batman was working against.

No, it wouldn't. At least not necessarily. And Lloyd Bentsen ran for both the Vice-Presidency and the Senate at the same time. Lost the former; won the latter.
