You left out two more steps:

...scale this number by
a) ratio of your Move/30'
b) an extra +25% if you have the Run feat

Jump checks:normal skill checks::grappling:normal combat

The minimum distance on a running high jump is 2 feet so he must exceed it by 1 1/9 feet.

He has to make his jump check exceed 10 so that the difference is greater than (1 1/9) x 4 or 5, ie 15.

His 13 ranks in jump added to his strength mod of +2 (if he rolls a 1 then he gets 16) means that he can always jump over a 7- foot opponent if he takes a 20 foot run at them.

If he makes a standing jump:

Again since he has 60' of movement and the Run feat divide 7 by 2.25 to get 3 1/9 feet.

The minimum distance on a standing high jump is 1 foot so he must exceed it by 2 1/9 feet.

He has to make his jump check exceed 10 so that the difference is greater than (2 1/9) x 8 or 17, ie 27.

His 13 ranks in jump added to his strength mod of +2 means that he has to roll at least a 12 to jump over a 7- opponent from a standing start.

Except, of course, that a Str 16 gnome using the d20 Modern rules & taking 10 can't make a one foot standing jump. He can't actually jump any distance at all while taking 10, despite being strong enough to carry his own body weight without being at all encumbered by it (a human would have to have Str 22 to get the same power-to-weight ratio).

The d20 Modern version of Jump has some reality check problems; worse, it has some fun check problems ('cause how fun is it to be able to out arm-wrestle people twice as tall as you, but not be able jump the length of one's stride?).
 

It looks difficult at first glance but, like anything else, I think the Jump skill as-written is just fine if you take the time to figure it out. As previously mentioned, this is just simple math.... adding and subtracting. Take 20 minutes some day to really take a good look at it and understand it, and it'll never be a problem again in-game.
