The books sounds like it might have some worth while stuff in it, but probably not much use for my particular homebrew, mostly because it is pseudo post apocalyptic technomagical campaign. I do find it annoying that gnomes are always treated as happy-go-lucky tricksters and dwarves as gruff but kind stalwart warriors. Fantasy stereotyping can be as deadening to creativity as any other.
This is why my dwarves and gnomes are completely different, each having barely survived the apocalypse and come out culturally very changed. Dwarves learned the value of cooperation, they are masters of working together and getting things done with a team (they can even work with folks they personally dispise). Which is why dwarves fill the ranks of the Federation Ministries (the only "civilized government" on the world).
And gnomes have become ultra paranoid conspiracy theorists and black marketeers. Think mafia family organized ferengi on crack, who ALWAYS keep their word, but the LETTER, rather than the spirit. "After shaking hands with a gnome to close a deal, always count your fingers. Even if you find them all there, cast dispel magic and count again."
