The reason I ask is I had an idea of a character concept of a Githzerai who dual wielded Katars, and now that looks like a lame option.

If by "lame" you mean "isn't fully optimised for maximum damage", then sure, it might be a lame option.

However, as a general character concept, it still sounds fun and exciting, so why not just do it?

Your options include

a) straight ranger (best for full two weapon fighting)
b) straight rogue
c) fighter multiclassed to ranger
d) rogue multiclassed to ranger
e) something else multiclassed to ranger

Repeat after me: an option isn't lame just because it doesn't do the maximum damage possible for a given selection of feats!

There isn't a "dagger" keyword, dagger is under Light Blade like the Katar. The power means specifically the dagger weapon, not any kind of keyword.

That's why I said I'd give "dagger" to the Katar. Basically, I'd just say "Okay, the Katar counts as a Dagger" and I'd do the same for any other dagger-like weapons released in suplements.

Its very useful for a ranged specialist ranger who still wants to weild two good melee weapons on occasion.

Its very useful for a rogue multiclassing as a ranger - which looks like an attractive option. Getting two chances to score that sneak attack is a real bonus.

As mentioned, a light blade high critical weapon has some nice feat options.

No, the Katar is a lame option for a ranger, since you could take PAIRED SCIMITARS instead, which are also high crit weapons, but do d8 damage, and you can spend the feat you would have waisted on the Katar to either get a +1 to hit & Mark 1/encounter (student of the sword) or get +1 Dmg with both weapons (weapon focus)
That's a bad idea.

being a ranger wielding dual scimitars usually leads to accusations of liking good Drow. :D

there is one reason to wield 2 weapons as non ranger

You get bonusus on some atacks dependsing on the weapon you make t
he attack with.

So you might want to use the axe in your main hand for one atack, and the short sword in your off hand for another attack in the next round.

But my ranged specialized halfling ranger took the TWF build anyway because the ranged benefits suck. +2 AC vs. OA? He gets that anyway for being a halfling. Or he could take the paired weapon build and get +5HP and use paired scimitars? No contest. Since many of the class powers work with paired weapons AND ranged, I didn't see any real problem with this.
