but for a serious answer

low fertility rates and long gesatation periods

- perhaps elfs reach sexual maturity at 500, only become fertile every 10 years and then stay pregnant for 3 years. Add that to a posibility of high prenatal mortality (miscarriage etc) - well there you have it
