Knockout on a Ghost?

Nope, you convert the flavor of the power to work with the creature.

Instead of blinding barrage getting blood in the eyes of ghosts, have there be so many blades going through the ghosts's eyes that the phantasmal goo with the ghost's eyes are made of disperse from its being for the same duration.

Reflavoring powers is one of the most important skills necessary for excellent 4e DMing.

Fully agree.

Our ghosts heads are temporary destroyed by blinding barrage, reforming a couple of seconds later.

Everybody can do it - assuming they're rogues or take the rogue multiclassing feat.

So you're saying that it requires some sort of intensive training (equal to learning to throw spells, for instance) to be able to do it consistently (because the multiclassing feat only allows once per encounter, so the circumstances have to be Juuuust right).

If that's how you want to describe it. There's nothing involving "Training" with anything. You don't need to train in order to get the benefits. So it's up to you how you describe it.

It is one of the benefits of having "powers" loosely defined for skinning purposes...

The sneak attack can be "reading of gamblers tells" to determine vulnerable points in your enemies defenses... a gift learned playing cards combined with incredible luck .... or it can be training in pressure points.

An Intimidate check in the hands of a Wizard may be a fear spell.

The warlocks curse and reapers touch maybe a demonic broad sword that really cant be disarmed and which moans and streams with a glowing black light in a battle .. and feeds its wielder the life force of his enemies as temporary hit points.

Ok:

Whatever it takes to be able to cast spells, it takes an equal amount of to be able to sneak attack at-will, be that natural talent, pure luck, training and study, whatever.

Given that, why wouldn't it work on all those weird creatures that people have a problem with it working on?

IMHO this is just previous editions way of describing and limiting things invading 4 ed. ;)

Personally I used to hate those class features/powers/whatever that - even not being thematic (like turn undead) - is limited in its uses.

You can knock prone, but not if he happens to be a centaur...
You can sneak attack, bot not if it is a golem...
You got the picture...
If you are using magic, ok, you can do anything...

Those abilities tended to be extremely powerfull (like opportunity knockdown combos), making many Dms start a Cold War with the PCs. Suddenly the aftermentioned PCs started to find "centaur-like constructs".
