That's what I intended, is 3 points per skill spent. Basically, I changed Common to the language Mannish (being the native language of humans). Humans in my world are spread among many cultures, but rarely are the dominant social class. So in a Dwarven ruled community, everybody is fluent in Dwarven, even humans, but they'd still speak enough Mannish to go over to the elven community and talk to somebody, and then the gnomish community and speak to someone else. So each race would get 3 points in their races native tongue, being fully fluent, but only 1 rank in "Common," understanding only a smattering to get by.
