Kobold is in the Character Sheet template that we used where I first saw it, and also in the Rogue guide as a viable race so if LDB has it down then I will go for it.
Now that I see the Seeker has shift minor as an at-will then I know its not cheese or over powered but a feature the designers have put in the game.

Kobold sorcerer was all the rage for two reasons. One, because of a feat that made it an actual dragon, which then let you make the kobold of venerable age, giving it all the increases to mental stats with none of the decreases to physical stats. It wasn't exactly cheese because the feat more or less described doing that exactly. And two, the web enhancement gave kobolds another feat that more or less increased their sorcerer level by one, making them (finally) equal (sorta) to wizards.

As for kobold characters, Shifty is awesome for a number of classes. Yes, the Seeker has the Shifty ability, but that's one class. Kobolds get it for all their classes.

It's much better for ranged attackers not because you can shift twice, but because you can shift once and then take a full move action to get 'far' away from your attacker (e.g. 7 squares). That can make it much more difficult to be pursued, required your opponent to charge you (MBA and not another power) or risk other problems (e.g. terrain, allies, etc.).

Ah yes ....
Except KKK is not ranged, a mellee Rogue specialising in Tanking, Controlling and Healing roles in addition to Striking.

Yeeeaaaaahhhhssssseeeee.........

All 4 roles in one Character !!:(!!!:D!!!

I don't think this issue will be resolved until a kobold fan (of which I am one) makes a really good racial write-up and gets it published in Dragon.

Shift 1 as a minor action.
I dont see how it can be seen as over powered.

You can get this power in a magic item.

"Boots of Caiphon"
Minor Action: Shift.

Although it costs you a few health.
But only 2 HP for one square shift.

So you do 5 in a battle, well thats the cost of 1 Feat "Toughness" isnt it.

I dont consider 1 feat and the power of a magic slot, to make a race over powered, considering that is the only thing they get.

The Boots of Caiphon are a level 24 item -- though it is not simply a 1 square shift, but a shift equal to your speed, so more powerful than Shifty. Still, a kobold's Shifty racial power would be available from level 1. I don't think this is a relevant comparison.

Kobolds do indeed seem ripe for a Dragon article.
