Heck, you could build a whole character concept out of just Epic Toughness and Epic Reputation. Throw in Epic Speed, and ... wow. :)

Various non-templated dragons that are within one size category of itself and have 5 hd or less. Which is basically some wyrmlings, but not all.

It's not really that great of an option. For true dragons, anyway.

Faerie dragons might be good - anyone have the stats handy?
 

Yeah, true dragons have annoyingly high hit dice, which severely limits the utility of alter self.

Pseudodragon would be okay if you needed to fly (or to otherwise be Tiny).

I heard somewhere (can't recall if it was in the FAQ, or Ask the Sage, or the WotC site) that even though a monster has advancement "by class", the DM can opt to advance it by HD instead. Am I seeing things?
 

Yes, a DM can advance a monster by increasing its HD, but a player cannot advance a character that way. Not normally, anyway.
