Maybe I missed this somewhere, but when the Dragonshields "mark" an opponent, what does that mean? Is it the same as a fighter's combat challenge abilitiy? The stat block doesn't say what the effect is.

It means if that target uses an attack that doesn't include the kobold that marked the target, then they get -2 to hit.

Just to further expand on what was already said, marked is a condition like the other conditions on PHB p277.

The Fighter's Combat Challenge ability and the Paladin's (forget what it's called, Divine Challenge, I think) are special powers that do stuff in addition to bestowing the marked condition.
