KotSF: Pregen rogue - why +8 in Positioning Strike?

I think I must be missing something here...

The Keep on the Shadowfell pregen Rogue character has a +8 for their Positioning Strike power.

This is Dex vs Will. The rogue has a dex of 18, for a +4, so where does the other +4 come from?

The same question also applies to the other Dex based powers too...

[EDIT] Oh wait! It's because it's a weapon based power, so you add the weapon proficiency too, which is +3 for the dagger proficiency, +1 for the rogue weapon talent! Amirite?

I don't have it on me, but I believe that all of the Dex basd powers have the weapon keyword. That means you get to add your proficiency bonus with the weapon to the attack roll. I suspect that the rogue in question has a weapon with a +3 prof bonus. Further, rogues gain a +1 to attack when using light blades.

Oh, but now I'm confused as to why the damage for Positioning Strike is 2d4+4. Shouldn't it be 1d4+4?

That's close but it's actually they gain a +1 to attack when using Daggers.

The rest is spot on +4 Dex bonus +3 weapon proficiencies and +1 for using a dagger. Otherwise if he was using a shortsword it would be +7.

Actually it's not a halfling racial ability it's a Rogue class ability.
