Yeah, my classics-major friend says:
Druid comes from a Latin word meaning "oak," which in turn comes from a greek word "drys".

Since things like "theocracy" come from greek roots, this probably should too.

So "Dendrocacy" or "Dryocracy" would probably be the best.

Ancient Germano-Celtic tribes were ruled by the witan, which was a council of elder druids called wisards (literally "wise ones" in old celtic, and where we get the word "wizard" from), who were believed to have divine power.

So, not exactly an anarchy.
