Yes but (damn Lawful arena...): activating is a full round action, so he's probably still on the surface when stormy arrives. However, hopefully just one round of possible beatings before he goes under and waits out the draw.
 

Stormy did not do enough damage on its one attack, so George gets away. A draw is declared after round 499.

First in round 500 for Lawful Evil is an adult kruthik (Miniatures Handbook).
 

Unless someone else jumps in, looks like you're gonna have to run LE and hope that the N contender comes from a book we have.
 

Round 500: A six-limbed dog, as big as a gnoll, covered with chitinous plates, clicks into the arena to 60N80E. Its four legs look like serrated scythes embedded with vicious spikes. Its two smaller claws are held close to the body. Its head looks reptilian with spiked mandibles, and its neck and back are protected by armored plates, with a thick growth of spines behind the frill. (Typing that made me tired.)

Next in round 500 for Neutral is an ironthorn (Sandstorm).

A big, twisted shrub claws its way into the arena to 60N100E. Bits of other combatants, including their rusted armor and weapons, stick out from the shrubbery, giving testament to its powerful combat prowess. Unlike most shrubs and thorny trees, this one looks tough -- Toughness tough. It waves a 15ft-long branch covered in footlong thorns at the gnoll-thing. The universal translators come up with, "Bring it on."
 

Round 501: Fido lifts the frill behind its neck and shoots two spikes at the shrub. The spikes bounce off of the shrubs tough bark (rolled 17, 18).
 


(Its a classic case of dog vs. tree, but this time tree might have the advantage.)

Shrubbery misses completely twice (best roll 12).

Round 502: Fido steps to 60N75E and fires two more spikes, hitting with one (rolled 25) for 8-5=3 points of damage. Shrubbery has 100 HP remaining.
