Should she be? Perhaps she was forced to transfer there by the Elven school? Does Whirtlestaff's have a professor or group that researches spirit whisperers?

BTW:

Forced to transfer?? Thereby hangs a tale, I'm sure. Perhaps Pela's history could, in part at least, dive the plot for the next section of the game?
