Hi Voss, I think your reasoning is quite solid, except here. There is nothing wrong with creating a Charisma based paladin! I created a paladin with no strength based powers, all were charisma to hit and wisdom for kicker (on some powers).

So, that means the half-elf, tiefling and halfling can apply as well.

The halfling is actually a very good paladin, and I made one with 8 str, 13 con, 14 dex, 10 int, 15 wis and 19 cha. Lost in the crowd for +2 ac, and the ability to make an enemy reroll a hit once per encounter is awesome for a tank.

Stats at level 11: 9 str, 14 con, 15 dex, 10 int, 18 wis and 22 cha.

Actually, its quite possible for a character to need and use 6 healing surges for a single hard combat at level 1*. At higher levels more abilities will be able to trigger healing surges so you might need 10-20 in some fights?

Personally I was assuming they were using Standard Array on the Pally scores in KotS, and I would have swapped things around so the 14 in Str became a 16 so I could manage to improve my Con by 2. +1 Con stat bonus would give you at least 1 more HP, which is all they need to have their Healing Surges round up a point (27 rounds down to 26, 28 is 7) and having a +1 Con ability bonus would give them another point on their healing surge. So 2 points added into Con actually nets you another 2 points healed on each healing surge. Not too shabby.
