Level of newly introduced PC

My house rules for this kind of thing;

1> If you work with me to "retire" the character in an appropriate spot (ie, you're actively working with me to make this a living, breathing world), then you can start a new character at the same level and it doesn't count against you. The PC becomes an NPC under my control and remains on friendly terms with the party.

2> If you just want to drop the character, you can do so. Your next character is one level lower and it counts as one strike against you. The new NPC, much like a jilted lover, isn't likely to remain on friendly terms with the party. S/he will definitely expect a fair share of the group treasure immediately and may be actively hostile if you don't cough it up.

3> If you deliberately kill off the character, I expect the group to put as much effort into raising it as they would any other member. If raised, the new NPC decides to "retire from adventuring because it's too dangerous". They adopt a neutral stance toward the party. Your next character is one level lower and it counts as one strike.

4> If you don't raise them or you get them killed in an unrecoverable manner, then it counts as 2 strikes against you and your next character is two levels lower. It also seriously affects your reputation with hirelings and NPC allies.


Three strikes and you're out of my game.

May sound kinda harsh, but I note that if you're working with me, there are NO penalties.

You could effectively say "I'm going to play a 4th level Wizard student of the great mugwump for 3 sessions to get him some money, then retire him as a potion maker in the town of Podunk." Followed by "Ok, now I'm going to play a 5th level Druid of the white woods for 4 sessions and then retire him into the village of Needshelp to establish the Druids down in that neighborhood and give us an ally there." And I'd be perfectly happy with it as long as we can all work it into the game and the other players aren't bothered by it.

I had a GM that would always introduce new characters 2 to 4 levels behind the party. Really was pretty bad. 6th seems fine to me.
 


In this case 6 is definitely fine. If he cares about power/min-maxing, he knows that a new-build PC introduced at 6th is likely at least as powerful as a worked-up-from-1st PC who's 7th, anyway.

The player wants his new character to be a surprise (kinda), so I can't let the group decide. Otherwise this would have been my approach :)
 

Do you know how the player feels? Does he even know you are contemplating a more lenient stance towards your rule? If not, he might not even have given it a second thought, and is simply already accepting the fact that he'll be at level 6.

That said, I do think your rule is pretty harsh in one respect. I always have players lose XP based on their own total, not the group total. Ie. If the rest of the party keeps dying and losing XP, and then your character dies unrecoverably, I will simply set your XP total at the same amount as if you were able to get your character raised. I am not going to penalize someone for the incompetence of their party members.

Put him at the same XP total as the lowest group member. He'll be comparable power to the rest of the group, and everyone will gradually catch up with the highest member.There are very few situations where a brand-new 6th level character will be inferior to a built-up 7th level character, and most of those would require you to personally interefere in construction of the character.
 

Start him at level six.
Then give him some bonus XP because he sacrificed personal wants for the good of the party.
Problem Solved.

Personally, I don't think that being a level or two behind is really that big a deal. Now, if he had to start all the way back at level 1, that would be a bit excessive.

I gave him the xp average of the party, which made him 6th but as good as 7th.
Next session will give enough xp so all level 6 PCs will level up together, and all will be happy :)
