Uri will stick with the full attack at +5 PA if Offal stops next to him. Otherwise, Uri will slog to 65N45E and breathe fire at Offal, hoping to use up some of that protection from fire.

Uri must not have spellcraft, otherwise he would know that Offal does not have protection from fire. Why? I have no idea. Having both solid fog and acid fog is a waste. I don't understand why the authors did not pick any spells from the Draconomicon. I mean, maybe not use them all, but not even one? I wanted a couple just to see them in use.

Uri has spellcraft, but I figured Offal cast the protection spell in the corner before Uri was paying attention.

I agree with you about spell selection for the sample dragons. It was uninspired, lacking in imagination, and even silly in many cases.

Interesting scenario. I don't think you can bull rush Offal more than 5ft as a single bull rush because your current movement limit is 5ft: "You can’t, however, exceed your normal movement limit." That probably still accomplishes your objective of removing Offal from the VZ, however.
