And how would a fireball give anything more away than flame arrow? :) It's still a very bad choice for a dragon. I'm betting they were thinking 3e instead of 3.5e -- big difference in the spell.

Flame arrow is for your humanoid allies. It is a much better spell than fireball in the long run. I know, because Gansk's wizard always uses it on the party's ammunition.
